Early Release of Superannuation Benefits on Specified Compassionate Grounds application information

The Department of Human Services (DHS) is responsible for processing claims for the Early Release of Superannuation on Specified Compassionate Grounds.

Specified compassionate grounds allow for the early release of superannuation benefits where you need money to:

  • pay for medical or dental treatment for yourself or a dependant
  • pay for transport to medical or dental treatment for yourself or a dependant
  • prevent your home from being sold by the lender that has the mortgage for it
  • modify your home of vehicle to accomodate your own needs, or the needs of a dependant, in the case of a severe disability
  • pay for palliative care for a person with a terminal medical condition, for yourself or a dependant
  • pay for expenses associated with a dependant's death, funeral or burial.

Early Release of Superannuation Benefits on Compassionate Grounds is only available to Australian and New Zealand citizens and pernanent residents.

The specified compassionate grounds are not available to applicants who are temporary residents unless they stisfied the grounds prior to 1 April 2009. The grounds are alson not available to holders of Subclasses 405 (Investment Retirement) or 410 (Retirement) visas.

The trustee of GPMSF 2 allows for the early release of benefits (ie payment of benefits before the preservation age) in certain circumstances to members who are deemed to be experiencing genuine financial hardship, permanent incapacity or other specified compassionate grounds.

Financial Hardship claims:

The fund requires a form Q230 to be obtained from Centrelink confirming that the member has been receiving benefits continuously for 26 weeks. Also the Grosvenor Pirie 'Early release of benefits due to financial hardship Form' must also be completed and returned.

Only upon receipt of the Q230 and the 'early release form' can we then proceed to release the benefits if the trustee is convinced that the member is experiencing genuine financial hardship.

Permanent Incapacity Claims:

The fund requires an 'Early Release of Benefits Due to Permanent Incapacity' form.  You will be required to complete a statutory declaration and obtain two certificiates, one from your registered medical specialist, and one from another registered medical practitioner.

The Trustee of the fund makes the final decision to approve or deny the request for release of benefits due to permanent incapacity.

Please note: where stated that you sign in front of an authorised witness.  If the witness to your signature on the form is not an authorised witness the form cannot be considered as being legally valid and your request for early release of Superannuation Benefits will not be processed.

An authorised witness can be one of the following persons, a:

  • Justice of The Peace; or
  • Doctor; or
  • Pharmacist; or
  • Australia Post Officer

Specifed Compassionate Ground Claims:

The Fund Trustee can release benefits on the following specified compassionate grounds:

  • medical treatment and/or medical transport (for the member or a dependant).
  • modifications to a member's home or motor vehicle made necessary by severe disability (for the member or a dependant).
  • pallative care (for the member or a dependant who is dying).
  • expenses associated with death or funeral or burial of a dependant.
  • payments on a loan to prevent foreclosure of a mortgage on a Member's principal place of residence.
  • any other expenses consistent with the above criteria.

The fund can only release benefits for specified compassionate grounds if APRA has approved the member's application directly and GPMSF - Series 2 allows these types of early release.
